Housing First is an approach to tackling homelessness that prioritizes quickly moving individuals experiencing homelessness into stable, long-term housing with supportive services. Unlike traditional models that require individuals to meet certain conditions, such as sobriety or employment, before receiving housing,


Housing First recognizes that stable housing is a fundamental necessity for addressing other challenges that individuals may face, such as mental health or substance abuse issues. By providing individuals with a home of their own, Housing First allows them to focus on addressing other underlying challenges and empowers them to take control of their lives. This approach has been shown to greatly reduce the incidence of homelessness and associated costs to emergency services, hospitals, and the criminal justice system, while providing individuals with a path out of poverty and homelessness.




"Milwaukee County has the nation’s lowest per-capita homeless population, the United States Department of Housing and Urban Development (HUD) announced in March. That is thanks to a set of “Housing First” policies the city has implemented to permanently house as many people as possible before establishing employment, or attending to substance use or mental health issues, said James Mathy, the administrator for the Milwaukee County Housing Division."
